The video is so insane that even Kamene Goro had to weigh in on the bullshit of police officers damn near killing a lad who posed little to no threat as they had already neutralized him.
And after all the outrage about the manner in which the Kenya police conducted themselves during the JKUAT demonstration and now the Inspector General's attention has been drawn to the matter and the Office of the Inspector General, National Police Service has stated the following:

Our attention has been drawn to a video clip circulating on social media platforms of Police officer's applying what appears to be excessive force on a student of Jomo Kenyatta University of Agriculture and Technology (JKUAT). The incident happened yesterday 12/11/2019 when police officers responded to restore law and order after riotous JKUAT students blocked the Thika Superhighway, harassing motorists and all road users.
It is important to note that all Police officers have gone through a rigorous and professional training on management of riots and unlawful assemblies. Officers have also been trained on the need to respect human rights and fundamental freedoms, and that, use of force most be legal and of necessity to the needs of justice; it must be applied to the extent that it remains proportionate to the gravity of the offence and with full accountability. Every Police officer is guided by the foregoing principles and will take individual responsibility in case of any violation.
Following the unfortunate incident, the Internal Affairs Unit (IAU) has been directed to commence investigations and make recommendations for action within 24 hrs. Any Police officer found culpable will be held accountable.
Officers are further reminded that police action should never be punitive; it should focus on maintenance of law and order, and processing offenders for court.
